Choose the base first. The rest of Tenerife becomes easier.
The south is usually the easier choice for dependable resort infrastructure, beaches and a first visit. The north suits travellers who value greener landscapes, traditional towns and slower evenings. A car expands both, but changing hotels is rarely worth it for a short trip.
